Proof of Concept
SECAP Compass is a proof of concept and technology prototype developed by LETO SPACE. It makes publicly available Sustainable Energy and Climate Action Plans (SECAPs and SEAPs) searchable and comparable across local authorities. The underlying documents are published by the signatory authorities themselves through the EU Covenant of Mayors public portal; LETO SPACE is responsible for design, development and operation of the platform and is not affiliated with the Covenant of Mayors or the European Commission.

The training data of the models comes from the model provider; the action-plan data is supplied only at runtime as context and is never used to train the underlying models. To operate the platform we use the following data processors: Hetzner Online GmbH, Germany (hosting, servers located in Germany; this also covers file storage and our self-hosted, cookie-free analytics); Functional Software, Inc. (Sentry), EU data region (Frankfurt), for error and performance monitoring and voluntary user feedback – this may involve technical data (e.g. IP address, browser information) and, for feedback, the details you provide (name, email address, message); Microsoft Ireland Operations Limited (Azure OpenAI Service), West Europe region (Netherlands), for the AI-assisted chat and search features – this processes the chat messages you enter; and Amazon Web Services EMEA SARL (Amazon SES), Frankfurt region, for sending system and notification emails – this processes your email address. Processing takes place in data centres within the European Union in each case; for providers with a US parent company, access from a third country cannot be entirely ruled out, and the EU Standard Contractual Clauses apply in that respect. The contact data published as part of the imprint obligation must not be used by third parties for sending unsolicited advertising and information materials. Any such use is hereby expressly contradicted.
